The construction of risk is a social and historical process. The disaster is a process and a product that manifests the level of risk present in a society, and the most evident expression of the vulnerable coexistence between diverse social groups and its medium. Understanding the disaster forces to analyze how the conditions of risk evolved historical and prospectively. The purpose of this number is to deepen the thoughts around the urban and environmental risks, seeking to incorporate new viewpoints that allow the identification of the roles of social actors and public policies. We propose an investigation around the historical aspects of the social construction of risk in relation to spatial and social segregation.
