Evolution of social housing. Obispo Angelelli neighborhood of Mi Casa Mi Vida program in Córdoba, Argentina
Abstract
In recent decades, some Latin American housing policies have focused on producing "turnkey housing" to relocate informal settlements in the urban periphery. The houses are characterized as a "closed building", of small size, with a deficit of services and infrastructure, and difficulties to implement spatial expansions. However, its residents have carried out extensions, improvements, and adaptations according to their needs. We wonder how the residents transform the house? what spaces they execute, and what are the motivations? To respond, we analyze the transformations developed by the residents of the Mi Casa, Mi Vida (MCMV) program in Córdoba-Argentina, between 2007-2022. The research methodology is qualitative and quantitative, the transformations are analyzed from the spatial and formal dimensions, and they are related to interviews with 8 families to account for the motivations. The results express an important percentage of transformations in the houses (91%), to improve their habitability by responding to the needs of space for daily life, economic reproduction, and even shelter for the second and third generations. It is recognized how residents in contexts of poverty deploy economic, self-help, and State strategies for improvements. We are faced with the paradox that although the policy delivered a closed house in a lot with services in the urban periphery, the spatial transformations to improve a habitable space, become an important economic asset capable of being extended for the next generations.Downloads
