Contributions for the analysis and evaluation of relocation processes of populations at environmental risk. The cases of Villa 21-24 and Barrio Toba
Abstract
Habitat problems associated with environmental risk have been highly relevant in Latin American cities. In recent decades, particularly in the most populated urban areas of the Province of Buenos Aires, various types of interventions have been registered by the state in relation to these problems. Relocations appear as a response when apparently there is no other alternative to improve the living conditions of a population that has a high degree of exposure to various types of environmental risks. Is this the only reason that can give rise to this type of intervention? We observe that on a high number of occasions the interests of sectors outside the environmental problem are involved in these processes, so it would be wrong to state that the origin of these policies is given in a univocal way. In this article we propose the analysis of two cases, the Toba neighborhood and the village 21-24 in the Autonomous City of Buenos Aires. Based on this analysis, a proto-tool is proposed that allows evaluating this type of intervention in a systematic way in order to arrive at a complex understanding of the role and interference of the different actors participating in these processes and level of aggressiveness to which it is applied the population affected by such a process is exposed.Downloads
