Occupation and land recovery in the colombian neighborhoods struggle

The article reflects on the urban/housing conflict in Colombian cities in the 1950’s, as a particular response to massive expropiation of cities and the countryside. It examines the recovery of the role of urban struggles and lands reclamation, in three phases of analysis. First, it examines the legacy of housing struggles in mid-19th century in Cali, then, it reflects La Violencia, in the mid-20th century, which may explain the rise of settlements. Finally, the story of the popular movement to recover land with Provivienda is recounted, along with its apparent disappearance at the end of the century. Therefore, the study proposes an interpretation of the Colombian urban/housing conflict that unleashed in the 1950s, understood as a response to mass dispossession in cities and the countryside, rather than as the source of the problem. In this way, occupation is considered an exercise in historical recovery of collective land, which the law recognized should be used to meet the need for affordable housing. It is thus an exercise that represents a form of justice for individuals who were violently dispossessed of their property in the face of the passivity/complicity of the State.Keywords: urban housing, Rural-to-urban migration, internal migration, informal settlement.Downloads
