Central Depopulation and Instruments for Urban Revitalization in Quito. Planning challenges for a compact city (2015-2024)

This study analyzes Quito's urban planning response to the depopulation of its urban core, within a context of expansive and fragmented urbanization. Based on census data (2010-2022) and municipal plans (PMDOT and PUGS 2015, 2021, 2024), it assesses the effectiveness of planning instruments addressing the deterioration of the central urban areas. The findings reveal a disconnect between regulatory frameworks and implementation, marked by a lack of indicators, weak institutional coordination, and the absence of a repopulation strategy—highlighting significant governance and management challenges.Downloads
