Entre la ciencia y la política. La Sociedad Brasileña para el Progreso de la Ciencia frente al gobierno de Collor de Mello (1990-1991)

Resumen

El artículo tiene por objetivo describir y caracterizar la relación entre el campo científico y el campo político en Brasil durante los años 1990 y 1991. Durante estos años, Collor de Mello llegó a la presidencia de Brasil y llevó adelante una serie de reformas del Estado y políticas de apertura económica en línea con la implementación del neoliberalismo en el país.

El análisis propuesto da cuenta de los conflictos desatados durante este periodo entre el campo científico, representado por la Sociedad Brasileña para el Progreso de la Ciencia (SBPC) y la Secretaria de Ciencia y Tecnología del Gobierno de Collor de Mello, encabezada por el físico y ex-presidente de la SBPC, José Goldemberg. En particular, se trabaja en torno a la reducción del presupuesto en el área de ciencia y tecnología a partir de la puesta en marcha del “Plan Collor I” que intentó ser compensado con la asunción de créditos de organismos internacionales.

Between Science and politics. The Brazilian Society for the Progress of Science against the Government of Collor de Mello (1990-1991).

Abstract

The article aims to describe and characterize the relationship between the scientific and political fields in Brazil during the years 1990 and 1991. During this period, Collor de Mello became president of Brazil and implemented a series of state reforms and policies of economic opening in line with the implementation of neoliberalism in the country.

The proposed analysis shows the conflicts unleashed during this period between the Brazilian Society for the Progress of Science (SBPC) and the Secretary of Science and Technology of the Government of Collor, headed by the physicist and ex-president of the SBPC, José Goldemberg. In particular, work seeks on the reduction of the budget in the area of science and technology as the “Plan Collor I” runned, which attempted to be compensated with the assumption of credits from international organizations.
