Developing the south: the case of the governmental district in the city of Buenos Aires

Abstract

This article attempts to characterize the creation of the governmental district, driven by the Government of the City of Buenos Aires (GCBA) since 2008 to the present, and the conflict with the Neuropsychiatric Hospital Borda caused by its implementation. This initiative is part of a policy of creating specialized districts or clusters, policy that has the explicit goals of the integration of the city by developing its south area. 
We would like to characterize the current context of territorial competition and hegemonic strategies of local development; and reflect on how these issues occur in the city of Buenos Aires. Finally, we delve into the case of the governmental district, its emergence, the network of actors involved and the strategies they deployed. We wonder about visibilities and unvisibilities of this proces, about the meaning of developing the south area, and about the tensions between the target city and the current city
