La emergencia de la Asamblea de Ciencia y Técnica de Santa Fe. Creencias y Narrativas sobre el sistema científico argentino en la disputa de diciembre de 2016

Resumen

La política científica de las dos últimas décadas es puesta en cuestión el 16 de diciembre de 2016, cuando se produce el rechazo de casi 500 postulantes evaluados y doble recomendados a la Carrera de Investigador Científico (CIC) del CONICET (MINCYT), en el marco del gobierno de Mauricio Macri. A partir de esta situación se produce una problematización pública y acciones colectivas de actores académicos, políticos, mediáticos y sindicales, cuyo episodio central es la toma pacífica del MINCYT en Capital Federal el día 19 hasta el 24 de diciembre de 2016, a lo que luego se pliegan organizaciones en diferentes ciudades del país.

El trabajo indaga la emergencia de la Asamblea de Ciencia y Técnica Santa Fe, reparando en las definiciones de la problemática y las acciones colectivas desplegadas desde su conformación virtual el 20 de diciembre en el contexto de la toma del MINCYT, hasta su posicionamiento como actor colectivo el 26 de diciembre. La estrategia metodológica es etnografía virtual y multisituada en espacios virtuales y reales (eventos, reuniones, grupos virtuales, entre otros). Las definiciones sobre el problema dan cuenta de tres narrativas que atraviesan la emergencia del espacio local analizado.

The emergence of the Santa Fe Assembly of Science and Technique. Beliefs and narratives about the scientific system in the dispute of december 2016

Abstract

The scientific policy of the last two decades was put into question on December 16, 2016, when almost 500 applicants evaluated and "doubly recommended" were rejected to the Career of Scientific Investigator (CIC) of CONICET (MINCYT), during the government of M. Macri. This situation produces a public problematization and collective actions by academic, political, media and union actors, whose central episode is the peaceful taking of MINCYT in the Federal Capital from December 19 to 24, 2016, to which then join organizations in different cities of the country.

This work investigates the emergence of the “Asamblea de Ciencia y Técnica Santa Fe”, noting the definitions of the problem and the collective actions deployed from its virtual formation on December 20 in the context of the MINCYT taking, to its positioning as a collective actor on December 26.

The methodological strategy focuses on virtual and multi-sited ethnography in virtual and real spaces (events, meetings, virtual groups, etc.). The definitions of the problem account for three narratives that go through the emergence of the analyzed local space.
