Pensando al refugiado: entre la subjetivación política y la ciudadanía imposible

Resumen

En la llamada globalización, nuevas formas de exclusión referidas a la calificación, a la cultura, al territorio y al racismo reservan el espacio político a unos pocos, los ciudadanos, dejando en las fronteras a individuos desprovistos de participación y derechos transformándolos en extranjeros. La pregunta que se plantea es cómo han de reaccionar los órdenes jurídicos y políticos ante las personas que traspasan esos límites y cuestionan el vínculo entre ciudadanía y nacionalidad. En el marco de este trabajo se intentará repensar la figura del refugiado a la luz de la noción de ciudadanía como un sistema de inclusión/exclusión de carácter histórico, en el cual la frontera que separa el adentro y el afuera de los procesos de subjetivación política.

Thinking about the Refugee: between Political Subjectivation and Impossible Citizenship

In the so called globalization, new ways of exclusion referred to qualification, culture, territory and racism reserve the political scenario to a few, the citizens, leaving on the margins individuals without rights and participation becoming foreigners. The question that arises is how the political and legal orders are going to react in the presence of people that go through those limits and question the relation between citizenship and nationality. Along this paper we will try to think the figure of refugee trough the concept of citizenship as a historical system of inclusion/exclusion, in which the border that separates the inside and the outside of this political membership is the center of conflicts and transformations.
