Transferencias monetarias y derecho a la asistencia: aportes para un debate latente.

La propuesta de este artículo es realizar una reposición de la historia reciente de las políticas de transferencias monetarias (TM) en la República Argentina, con el objetivo de aproximarnos a algunas de las aristas centrales que promueve el campo profesional del Trabajo Social respecto de la necesidad de promulgar una Ley Nacional de Asistencia Social. Para tal fin, el trabajo repone nociones centrales de las TM (nociones de capital humano, condicionalidades, titularidad femenina, etc.) para realizar un detallado análisis de las mismas y demostrar el rol que desempeñaron en las transformaciones sobre los esquemas de protección social en los países de la región de América Latina. Prestaremos atención a las particularidades del caso argentino para identificar momentos significativos referidos al surgimiento de las iniciativas en el país y sus periodos de expansión. Analizando las tendencias controversiales existentes en las mismas, abordaremos algunas ideas respecto de los desafíos de integrar a las TM en los esbozos de la Ley Nacional de Asistencia Social.

Summary

The proposal of this article is to make a revival of the recent history of cash transfer (CT) policies in the Argentine Republic, with the aim of approaching some of the central edges promoted by the professional field of Social Work regarding the need to enact a National Law on Social Assistance. To this end, the paper replaces central notions of CT (notions of human capital, conditionalities, female ownership, etc.) to carry out a detailed analysis of them and demonstrate the role they played in the transformations of social protection schemes in the countries of the Latin American region. We will pay attention to the particularities of the Argentine case in order to identify significant moments related to the emergence of initiatives in the country and their periods of expansion. Analyzing the controversial trends existing in them, we will address some ideas regarding the challenges of integrating CT in the drafts of the National Social Assistance Law.
