Militancias juveniles y estado en la Argentina. Un análisis multiescalar de las carreras de las y los responsables de los organismos de políticas de juventudes (1983-2016)

Resumen

El artículo analiza las carreras de 29 responsables de organismos de políticas de juventudes en el estado nacional, la Ciudad Autónoma de Buenos Aires, la ciudad de Rosario y el Municipio de Morón entre 1983 y 2016. Desde una perspectiva socio-histórica y multiescalar que recupera los aportes de la sociología del militantismo y los trabajos sobre profesionalización política y saberes expertos, se contribuye al estudio de las articulaciones entre militancias juveniles y estado en la Argentina reciente.

El análisis permitió identificar tres dimensiones transversales: a) los modos de vinculación con la gestión estatal de juventudes y los nombramientos como funcionarios/as responsables; b) las relaciones, desplazamientos y circuitos configurados en torno a los espacios políticos-partidarios y las áreas de juventud; c) la continuidad de las carreras militantes luego del paso por las áreas de juventud. Dado que un conjunto significativo de las trayectorias muestra una coincidencia entre la ocupación de la responsabilidad máxima del área de juventud y el hecho de ser militantes y/o dirigentes juveniles de las fuerzas gobernantes, el artículo permite abordar las formas de ingreso a la gestión pública, los capitales y saberes puestos en juego y la construcción de carreras políticas ascendentes.

 Youth activism and State in Argentina. A multiscale analysis of youth policy agencies leaders' careers (1983-2016)

Abstract

The paper analyzes the careers of 29 people in charge of youth policy agencies in the national state, the City of Buenos Aires, the city of Rosario, and the Municipality of Morón between 1983 and 2016. The study of the relationship between youth activism and the state in recent Argentina is addressed from a sociohistorical and multiscale perspective that recovers the contributions of the sociology of militancy and the studies on political professionalization and expertise.

Three key dimensions were identified as a result of the analysis: a) the modes of linkage with youth public policy state administration and the appointments as responsible officials; b) the relationships, circulations, and circuits structured around political parties and youth agencies; c) the persistence of activist careers after the passage through the youth agencies. The current study found that a significant number of the careers are characterized by the coincidence of occupying the highest responsibility of the agency and being activists and/or youth leaders of the ruling parties at the same time. Taking this into account, the article addresses the entry pathways into public management, the capitals and expertise, and the construction of ascending political careers.
