Sistema institucional del sector espacial: una comparación entre Argentina, India e Israel

Resumen

El desarrollo del sector espacial en un país está condicionado por su sistema institucional, entendido como el conjunto de actores que participan en el sector, las interacciones entre ellos y las reglas de juego que enmarcan estas interacciones. Este trabajo analiza los sistemas institucionales de tres países que cuentan con un fabricante espacial público, y con capacidades tecnológicas suficientes para fabricar satélites geoestacionarios de telecomunicaciones a nivel local: Argentina, India e Israel. A partir de la comparación entre estos tres casos de estudio, se busca caracterizar los sistemas institucionales e identificar las asimetrías entre ellos. Este análisis ha permitido echar luz sobre cómo los actores al interior de los distintos sistemas institucionales se coordinan e interactúan. También se han identificado casos donde se verifica una ausencia de mecanismos de rendición de cuentas que alineen los incentivos con el desarrollo del sector.

Institutional system of the space sector: a comparison between Argentina, India and Israel

Abstract

The development of the space sector is conditioned by its institutional system, defined as its agents, the interactions between them and the rules of the game which provide a framework for those interactions. This paper analyzes the institutional systems of three countries with a public satellite manufacturer and with technological capabilities which allow them to locally build geostationary telecommunication satellites: Argentina, India and Israel. The comparison between these cases aims at characterizing the interaction between agents in each institutional system and identifying the asymmetries between them. The analysis has shed light on how the agents inside the institutional systems coordinate their actions. We have also identified cases where there is an absence of accountability mechanisms that align incentives towards the development of the sector.
